Job Summary:
The Public Works - Equipment Operations Supervisor is responsible for general maintenance and repair of the City’s fleet and equipment.
Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgment in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of Department operations. Work is subject to periodic review by the supervisor, who provides input on and approval of recommendations, and discusses assignments, priorities, and work.
Essential Duties and Responsibilities:
Oversee all aspects of the City’s fleet of vehicles.
o Develop specifications and assist other departments in the development of specification for the purchase of new equipment.
o Prepares purchase requisitions and requests for purchase documents.
o Negotiates vendor contracts.
o Works with vendors to maintain appropriate inventory of parts, tools and supplies.
o Oversees disposal of City equipment and seized vehicles via direct sales, auctions and recycling.
o Able to perform repairs and maintenance of equipment and seized vehicles in time of need.
o Works with other Division Supervisors overseeing the maintenance of the Public Works building and grounds; including security of building and yard, general housekeeping and building appearance.
o Assists other Departments with emergencies and other needs.
o Drafts and prepares reports and other documents.
o Reviews and analyzes data.
o Interacts with other Departments, vendors, and public in person, telephone or email to answer questions and provide information.
o In coordination with the Sustainability Division, implement the Green Fleet Policy to increase fleet and equipment efficiency and electrification.
Using independent judgment provides supervision and leadership to Department personnel.
o Participates in decisions on matters of hiring, transfer, suspension, recall, promotion, discharge, assignment, adjusting grievances or disciplining employees.
o Sets goals and objectives for others to work towards and monitors performance.
o Conducts ongoing feedback, coaching and mentoring for assigned employees.
o Plans the work schedule to meet Department demands and to limit overtime costs to reasonable and necessary levels.
o Encourages employee growth and development by providing or encouraging learning opportunities.
o Assesses staff development needs and directs the provision of staff training.
o Ensures employees follow established safety policies and regulations.
Assists with managing the Public Works Department budget and directly manages the equipment operations budget.
o Prepares requests for annual funding and presents requests to decision-makers for approval.
o Reviews year-to-date spending reports and monitors performance against plan making or recommending adjustments as necessary.
o Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job.
o Negotiates with vendors and works to ensure the most cost-effective alternatives are identified when planning expenditures.
o Manages Capital Improvement Plan Equipment Replacement for Fleet.
Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
o Represents the Department to other City Departments, the community and the public.
o Communicate with others relating to work assignments and progress of work or to convey information about conditions or work-related needs.
Maintains professional competence and stays abreast of trends, marketplace comparables and innovations.
o Attend training, conferences and meetings and reviews relevant literature.
Assist in snow removal, emergency response including on-call snow rotation, and other after-hours or seasonal operations as needed.
Performs other duties and activities as assigned.
Requirements
Minimum Qualifications:
The job requires a high school diploma and five years of experience fleet operations, including experience providing work direction to employees and training or education in leadership, and customer service experience, or equivalent experience. The employee must possess or be able to obtain a valid Commercial Driver’s License, DOT Commercial Inspector Certification, and Underground Storage Tank (UST) Class A or B certification within six months of employment.
Desired Qualifications:
Two-year Public Works Certificate/Diploma; Certification by the American Public Works Association; or equivalent are desirable. Experience directly supervising full-time staff is desirable.

- Knowledge of and ability to use City computer systems and programs;
- Knowledge of and ability to operate standard office software sufficient to manipulate data, draft reports and maintain records;
- Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences, and reading comprehension skills sufficient to read, understand and interpret complex and varied work-related materials;
- Demonstrates the desired standard of conduct and work performance including confidentiality and privacy requirements of the Department;
- Interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships.
Physical and Mental Requirements:
Most work is performed in an office environment where physical effort is light with lifting and carrying limited to 25 pounds intermittently. Report preparation and writing at times requires extended use of a keyboard. Work interruptions are frequent.
While performing infrequent shop activities, physical effort is moderate in which lifting or carrying is limited to 75 pounds on an infrequent basis, ability to bend, lift, carry, reach, crawl, and climb shop ladders.
This is a safety-sensitive DOT position contingent upon background check, medical exams and drug testing.
Working Conditions:
Work is performed 85% indoors in the mechanics shop or in an office environment. The shop environment has exposure to noise, slippery surfaces, hazardous chemicals, fumes, and work may be dirty and greasy.
The employee participates in a rotational snow removal after-hours on call program and may work evenings, weekends, and holidays to troubleshoot or coordinate snow emergencies. The job may involve dealing with and calming individuals who are emotionally charged over an issue.
